Kan'ei was a native of Osaka, the son and pupil of Nishiyama Hôen (1804-1867). He studied painting under his father and was skilled at landscape and kachôga. Kan’ei studied Confucianism under Goto Shoin (dates unknown). As a Confucian and a literary scholar he became well-known and as such he served the Akashi Daimyô.
