The inscription reads: 雙鳳浴瑤池毛[羽]空翠滴。
The phoenix couple is taken a bath in the Yaochi pond. their suit of feathers clear from deep green drops.

Shunkei was born in Gifu prefecture. He lived in Kyoto, where he studied Nanga painting with Tachibana Chikuson (1864-1922) and later with Hashimoto Kansetsu (1883-1945) and Domoto Inshô (1891-1975). He won many prizes, including awards at the governmental exhibitions.
